WCAA Integrated Workplace Management System

Wayne County Airport Authority (WCAA) is responsible for the strategic operation and management of Detroit Metropolitan Airport (DTW) and Willow Run Airport (YIP). DTW is one of the world’s leading transportation hubs with a large potential for growth and development, serving over 17 million passengers per year and coming in as the 19th largest airport in the United States.

WCAA’s Strategic Planning and Development Department needed an automated web solution that would allow tenants, contractors, and DTW airport employees to create and manage permit applications for improving facilities, manage lease administration and accounting for airline and concession contracts, and manage capital project funding, budget and spend.

In November 2014, Electronic Data, Inc. (EDI) conducted an assessment to build out the current and future state of the Permitting, Real Estate, and Capital Program/Project Management Department’s business processes. EDI later partnered with IBM to provide the solution by implementing Integrated Workplace Management Software and provide other related implementation services for the department.

Scope of Work Included:

EDI led the team with IBM to implement for the airport authority by using a multi-phase approach. Phase 1 started by creating a web-based Tenant Construction/Alteration Permit (TCAP) portal to reduce the time from application to issuance while increasing communication and feedback. With WCAA now has a system that allows employees, tenants, contractors and other external parties to go to one centralized location for documentation, creating specific requests or accessing templates, performing and/or participating in automated reviews, capturing comments, applying electronic approvals, and receiving critical notifications from the system.

Utilizing the Real Estate module, Phase 2 allowed the Real Estate and Concessions teams to receive immediate value through the system’s document management capabilities, providing ease of use, versioning standards, and sharing of one version of documentation relative to contracts. The process, which incorporates the negotiation with the tenants and reviews and approvals by various departments, is automated by the workflow engine and provides end-to-end visibility with notifications of process milestones and critical dates.

Phase 3 implemented a solution for Facilities Design and Construction to manage milestone schedules and budget details for projects that span multiple years. These standard processes based on industry best practices provided a simplified means for tracking project financials along with consistent, efficient project status reporting. This phase of work also included an integration with the authority’s financial system to receive invoice updates.
